You should really read Halo: The Fall of Reach; your facts are messed up.

The SPARTAN Super-Soldier project was designed to combat the rising number of rebels; they were the perfect soldiers when the Covenant showed up.
The Covenant are not banded together purely by their hatred for Humans; they banded together under similar RELIGION. They want to destroy humans because their PRIEST CASTE told them it was what the GODS wanted.
He didn't purely communicate through the radio, he used a microphone and speakers to talk directly to others. The reason people were uneasy about his presence was because most people aren't used to seeing an eight foot tall pillar of green armor and a yellow tinted visor that can toss a sixty ton tank over.

You need to learn the use of a comma, since most of this story is run-on.

If you want to try and write a Halo story following the game, I suggest you read Halo: The Fall of Reach for background information and Halo: The Flood for the story version of the game.
